BACHELOR OF LAWS (LL.B) WITH SPECIALIZATION IN CRIMINAL JUSTICE

The Somali National University (SNU) has long been a beacon of higher education in Somalia, contributing to the nation’s development by producing skilled professionals in various fields. As the country continues to rebuild and strengthen its institutions, there is a growing need for specialized legal education that addresses the complexities of law and criminal justice. This proposal outlines the establishment of a new Department of Law and Criminal Justice within the Faculty of Law at SNU to meet this demand.

Program Description

The LL.B in Law with Specialization in Criminal Justice is designed to provide students with a comprehensive understanding of law and justice systems. The program combines core legal education with specialized knowledge in criminal justice, criminology, forensic science, policing, restorative justice, and international criminal law. It aims to produce graduates who are well-prepared to work in the justice sector, including the judiciary, law enforcement, prosecution, defense, and policy development.

Objectives of the Department

To provide high-quality education in law and criminal justice, combining theoretical knowledge with practical skills.

To produce graduates who are equipped to work in the justice sector, including the judiciary, law enforcement, and legal advocacy.

To conduct research on Somali legal systems, criminal justice, and human rights, contributing to policy development and legal reforms.

To foster partnerships with local and international institutions to enhance the quality of education and research.

Expected Learning Outcomes

Demonstrate knowledge of legal systems and criminal justice theories.

Analyze legal and criminological problems using critical and comparative approaches.

Apply principles of criminal law, procedure, and international standards in practice.

Conduct legal research and present arguments effectively in written and oral form.

Demonstrate ethical responsibility and professional integrity.

 Rationale for Establishing the Department

Addressing Emerging Legal Challenges

Somalia faces unique legal and criminal justice challenges, including post-conflict reconstruction, governance, rule of law, and human rights issues. A specialized department focusing on law and criminal justice will equip students with the knowledge and skills to address these challenges effectively.

 Meeting Labor Market Demands

There is a growing demand for professionals in criminal justice, including judges, prosecutors, defense lawyers, police officers, and correctional officers…etc. The new department will produce graduates who can fill these critical roles and contribute to the justice sector.

Enhancing Research and Policy Development

The department will serve as a hub for research on Somali legal systems, criminal justice reforms, and international best practices. This will inform policy development and contribute to the country’s legal and institutional reforms.

 Aligning with National Development Goals

The establishment of the department aligns with Somalia’s National Development Plan (NDP) and its goals of strengthening governance, rule of law, and justice sector reforms.
